Comprehensive Plan



Jefferson and Madison Townships, Lackawanna County, together with Salem Township, Wayne County, are presently engaged in preparing a Comprehensive Plan.  These projects are being conducted with the help of the Marvin A. Brotter Consulting Services planning firm and Shepstone Management Company, an associated planning and research firm.

Comprehensive Plan Survey

Part of the Jefferson, Madison and Salem Comprehensive Plan project was a Community Survey to collect public opinion.  This survey was mailed to a 10% sample of voters and taxpayers and the return rate, at approximately 40%, was excellent.
