Community Service Needs Assessment

The Towns of Deposit and Sanford, along with the Village of Deposit, engaged Shepstone Management Company and The Fairweather Group to assist with the preparation of a Community Service Needs Assessment.  Broome and Delaware Counties, through their Office of Aging and Planning Departments, were also involved in this important endeavor.

A project kickoff meeting was held with approximately 40 stakeholders on Monday, October 18, 2004 at the Deposit Central School to launch the project.  It involves three month process to identify the Deposit Area’s key community needs, assign priorities to those needs and make recommendations to local officials on a strategy for addressing them. The first meeting focused on NEEDS IDENTIFICATION.  This  included a map exercise to identify STRENGTHS AND WEAKNESSES.  It also included an overview of some of the KEY TREND DATA affecting the Deposit area.

The SECOND MEETING, held on Saturday, November 20, included a more in-depth objective ANALYSIS OF NEEDS identified during the first stakeholder meeting, combined with exercises designed to achieve consensus on community facilities and services priorities.  A SUMMARY OF LOCAL PLAN RECOMMENDATIONS was presented along with a NEEDS SUMMARY from the October 18 meeting to assist the approximately 30 persons who attended with the task of prioritizing them.  This group split into two workshops that both separately concluded that a multi-municipal economic development program was the Deposit area's most important need, followed, potentially, by a multi-purpose community center, provided it was designed to support economic development efforts.  Recommendations following from these discussions will be presented, reviewed and refined at the the third Stakeholder Meeting on December 9 at 4:30 PM at the Deposit Central School.

The third meeting, held on Thursday, December 9, 2004, included the presentation of a draft report summarizing the input received and offering recommendations.  Approximately 30 individuals attended and offered comments and suggestions.  The draft report was modified accordingly and is available here as a FINAL REPORT.
